REPORTS TO: Sr. Director of Operations

LOCATION: In-Person; Fairfax, Virginia

The Human Resource Manager will run the daily functions of the Human Resources (HR) Department, including recruitment, hiring, onboarding, development, termination, and handling employee relations and disciplinary matters as they arise. Responsibilities include training staff on select topics or arranging trainings, and managing the annual performance evaluation process. The HR Manager also administers employee leave and benefits, including annual open enrollment, and ensures that the organization complies with employment regulations and FACETS policies and procedures.

The HR Manager will be a member of the Leadership Team and will provide input into FACETS’ HR Strategy as well as execute it. They will help shape organizational culture and develop policies and procedures. This work includes developing and managing strategic initiatives in areas such as retention management, organizational performance management, professional development, and diversity, equity, inclusion and belonging.

Duties and Responsibilities:

Recruitment and Hiring

  • Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with hiring managers to understand skills and competencies required for openings.
  • Conducts or acquires reference checks, background checks and employee eligibility verifications.

Onboarding and Development

  • Implements new hire onboarding and orientation
  • Manages employee recognition and morale programs to retain a diverse workforce
  • Manages the annual performance evaluation process

Compensation and Benefits

  • Administers benefits and annual open enrollment; provides benefits orientation to employees
  • Coordinates with benefits providers and ensures high quality services
  • Supports hiring managers with compensation decision-making, including research and advisement.

Employee Relations

  • Oversees employee relations matters, including but not limited to employee disciplinary meetings, terminations, and investigations.
  • Advises and trains supervisors in best employee relations practices

Compliance

  • Maintains compliance with federal, state, and local employment laws and regulations.
  • Researches and explains laws and legal affairs concerning employment to managers and employees.

HR Strategy and Initiatives

  • Provides input with strategic plan development for FACETS’ HR functions and executes plans.
  • Maintains knowledge of trends, best practices, and technologies to inform policies and practices.

Other

  • Plans All-Staff Meetings on a quarterly basis in coordination with presenters
  • Attends Leadership Team meetings
  • Maintains organized HR filing system and performs other routine tasks and duties as assigned.
Required Skills/Abilities:
  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • Minimum 3 years of human resource management experience.
  • Knowledge of federal, state, and local regulations and compliance requirements related to employee and workforce management
  • SHRM-CP or SHRM-SCP certification preferred.
  • Experience with HRIS and talent management systems, experience using Paylocity a plus (for timesheets, onboarding, and payroll)
  • Excellent verbal and written communication skills as well as interpersonal skills including conflict resolution and negotiation
  • Excellent organizational skills and attention to detail as well as time management.
  • Strong analytical and problem-solving skills.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Experience implementing a diversity, equity, inclusion and belonging program or similar program
  • Proficient with Microsoft Office Suite or related software, including Microsoft Excel
  • Must pass criminal and Child Protective Services background checks

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to attend occasional meetings at other FACETS office locations within Fairfax County, including 3 annual organization-wide fundraising events each year.

Salary Range:

$58,000 – $68,000 annually
