FACETS is seeking a dedicated and mission driven Eviction Prevention and Access to Counsel Program Manager to lead our Eviction Prevention & Intervention Team. Overseeing a team of four, the Eviction Prevention and Access to Counsel Program Manager will play a key role in supporting Fairfax County residents at risk of eviction. The program provides critical services to tenants, landlords, and community members—including assistance with rent relief applications, legal navigation, education on tenant rights, and access to free legal counsel.
Working in partnership with Fairfax County’s Coordinated Services Planning (CSP), the team operates on-site at the courthouse to connect clients to vital county-wide resources. The Eviction Prevention Manager will guide team efforts to ensure effective communication, timely service delivery, and strong advocacy—helping clients feel informed, empowered, and supported throughout the eviction process.

Duties and Responsibilities
- Provide critical services to tenants, landlords, and community members—including assistance with rent relief applications, legal navigation, education on tenant rights, and access to free legal counsel.
- Providing Rapid Rehousing and Prevention services to clients including case management and housing location.
- Review eligibility requirements to determine eligibility of individuals
- Maintain oversight of financial assistance housing packets
- Builds and maintains collaborative working relationship with Fairfax County’s Coordinated Services Planning and Access to Counsel.
- Manages accurate records, develops and tracks budgets for the program and monitor service to ensure that performance measures and contract requirements are met.
- Prepare reports and metrics/data for internal and external stakeholders.
- Supports the communications team by providing stories and photos that demonstrate the impact of the program.
- Promote, recruit and support Access to Counsel and team of attorneys
- Provide leadership, oversight, training, support, and supervision to staff across the program.
- Conduct yearly staff performance evaluations and more often as needed
- Assisting staff in complex case analysis to implement appropriate interventions and to identify suitable referrals.
- Attend leadership meetings within Facets and at Fairfax County Office to End and Prevent Homelessness, provide periodic updates on program activities, represent Facets in community meetings etc.
- Assist in development and implementation of new policies and procedures and processes as needed.
- Represent FACETS in the community, in accord with Agency Mission, Vision and Code of Ethics.
Required Skills and Abilities
- Bachelor’s degree or equivalent experience.
- Experience in property management with strong knowledge of tenant and landlord rights.
- Knowledge of housing policies and regulations for Fairfax County.
- Knowledge of Rapid Re-Housing philosophy and strategies.
- Demonstrated experience leading a high performing team.
- Excellent communication and interpersonal skills.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at times.
- Must be able to attend occasional meetings at other FACETS office locations within Fairfax County, including 3 annual organization-wide fundraising events each year.
- The candidate must possess a valid driver’s license, reliable transportation, good driving record, and personal car insurance.
- Must be able to work out of several locations throughout the week including, Alexandria and Fairfax City
- Must be present in Fairfax County Court House on Fridays for Housing court proceedings
Salary Range:
$62,500 – $68,500 annually
