FACETS is hiring a mission-driven leader to join our team as Director of Supportive Housing responsible for our Permanent Supportive Housing (PSH) programs; which provides housing and case management to 68 individuals and families living in group homes, apartment units and single family residences through programs sponsored by HUD and Fairfax County, 43 units in all.  The Director serves as leader and manager of this program and its committed team of case managers and resident counselors, as well as representing the program to clients, stakeholders and funders.

The successful candidate will have experience in supportive housing programs; case management experience in either homeless services or supportive housing; familiarity with HUD supportive housing regulations and reporting requirements; and current knowledge of best practices in homeless services and supportive housing, and the challenges faced by those experiencing homelessness.

The position is highly visible to staff, senior management, and the general public and is subject to interruptions from walk-in traffic and telephone calls. High standards of courtesy, performance and respect for confidentiality are essential. Independent judgment is required for appropriate decision making, problem solving and priority setting.  A candidate that is an experienced leader, motivator, fast learner, enthusiastic, highly motivated, skilled in providing services in the community; and must have excellent organizational skills. An MSW or other Master’s degree is a plus as is Bi-lingual (English/Spanish).

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

  • Manages staff, operations, policies, procedures, and reporting for FACETS’ four Permanent Supportive Housing (PSH) programs: Home Connections, TRIUMPH, TRIUMPH III, and Linda’s Gateway.
  • Ensures that participants in the program receive regular timely professional services in support of their program goals, and that residents have a clean and safe living environment.
  • Works to create a positive work environment serving a high stress need, with a focus on employee retention and growth. Leads recruitment and retention efforts for program staff.
  • Creates, monitors and implements policies and procedures to cover best practices, on-call procedures, program development, etc. to ensure the program meets its operational goals
  • Serves as the primary service coordinator for FACETS’ 2 Group Homes (Linda’s Gateway) and oversees full and part time Resident Counselors working at those locations.
  • Manages the coordinated access process for selecting PSH participants by recruiting participants through collaboration with FACETS program staff, Fairfax County Office to Prevent and End Homelessness (OPEH), Fairfax-Falls Church Community Services Board (CSB), and other community partners within the Fairfax-Falls Church Community Partnership to Prevent and End Homelessness.
  • Responsible for program apartment unit inventory, including lease management and renewals, lease and utility payments, and serves as point of contact for PSH Leasing Offices in the event of damages or other concerns at the units.
  • Responsible for managing PSH residential leases and monthly rent payments made by PSH program participants in accordance with HUD guidelines
  • Coordinates move in needs for PSH units and program participants (i.e.: cleaning/ painting prior to client moving in, ensuring appropriate furniture is available in the apartment).
  • Collaborates with Volunteer Manager regarding needed mentor, volunteer, or donations support.
  • Provides mediation and advocacy with property managers/landlords and the community on the PSH participant’s behalf to develop a workable plan to maintain housing.
  • Manages the budget for program expenditures, including budget projections, tracking and reporting
  • Manages data for PSH programs including collecting information for the HUD Annual Performance Reports (APR), and preparing and submitting monthly and quarterly reports to HUD and Fairfax County.
  • Travels and makes home visits to meet PSH program participants, as well as works an adjusted work schedule including evenings and weekends as necessary.
  • Uses automated technology including HMIS and hard copy files to maintain, update, and report on case data, goal attainment, and outcomes in a timely manner.
  • Prepares proposals, reports, and statistics for submission to funding sources
  • Represents FACETS and the Supportive Housing program in the community, in accord with Agency Mission, Vision and Code of Ethics.

QUALIFICATIONS:

  • Bachelor’s Degree in Social Work, Human Services, Psychology or related field, plus 5 years of progressively responsible human services experience is required.  MSW plus 3 years of program management/supervisory experience highly preferred.
  • Familiarity with the chronically and medically vulnerable homeless population as identified through the VI-SPDAT.
  • Knowledge and belief in “Housing First” and “Rapid Re-Housing” philosophy and strategies.
  • Experience with HUD CoC grants, the annual CoC competition and interfacing with HUD representatives, as well as reporting requirements and federal compliance audits related to HUD programs.
  • Knowledge of current social service, homeless, and housing issues and methods/approaches to address issues.
  • Experience managing, leading and motivating staff
  • Experience utilizing HMIS and ability to ensure excellent data quality.
  • Ability to manage multiple tasks in a fast paced environment
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to lift items weighing 10-20 pounds.
  • Valid driver’s license, reliable transportation, good driving record, and personal car insurance.
  • Ability to drive a 15 passenger van.
  • Must pass criminal background and Child Protective Services background checks.
  • Must be vaccinated for COVID-19
